According to an email update from the Atchafalaya Basin Program, the dates for the August hearings to collect recommendations for 2011 Basin Program project idea have been updated. I have not seen a post on the APB Web page yet but you should find something there soon.

These public meetings have been scheduled for interested persons to offer their ideas on new Basin projects for the upcoming annual plan process. The meetings are an opportunity for members of the public to suggest proposed ideas directly to members of the Atchafalaya Basin Program’s Technical Advisory Group. The Basin Program will soon have a form ready for the public to use to most effectively participate in the process. It will contain the information that you need to provide to help the TAG figure out whether to recommend your project for the next annual plan.
